State Employment Agencies

What state government is telling citizens, who receive unemployment insurance benefits, without actually saying it is, "outside of your employment skills (which you were formally trained to perform), the most important part of "being able" to be employed is 1. you must be able to efficiently work as an administrator, composing documents on the computer and communicating those documents to various offices (but you can't apply for that kind of job) 2. You must be able to drive everyday for a living. (but you can't apply for that kind of job) 3. You will not be paid for any of that.
